Add Billing Charge Type choice to include Per All Hourly Employees

Need additional choices for billing. For example, timekeeping billing to include the option to bill Per Hourly Employees and you could also add Per Salary Employees to give more detailed and better billing options that can be set up automatically. Right now options are all Active Employees but most salaried personnel do not have a time card so client is being billed for all their salary personnel when they don't have a timecard. Manual manipulation is needed for this to avoid over billing the client.
