Make Master ID Field as keyed for EEs

If we have to create two profiles for employees, the master id field needs to stay as keyed and not enter in zeroes in front if not 8 digits. This is causing issues with the system not catching the caps for FUTA/SUTA, etc. However, some clients have import files so their regular employee ID is not going to be 8 digits.
