State Withholding Change in ESS/MyGo

Brand new to Apex. Discovered in training employees can't submit state withholding changes in their portals. This feels like a "no-brainer" to me. It's a basic part of payroll and the employee's experience. Why exclude it? Can any other Apex users comment on how your firms/bureaus handle state WH changes now?
