Allow us to type the two-letter state code when adding new hires

When keying the state for a new hire, please allow two keypresses to take us to the state we need in the dropdown. Currently, when attempting to set up a state code of MI, pressing M takes us to MA, then pressing I takes us to IA. I have to press M only, then scroll to the state I need which takes longer.
