Better filters on reports created in Export Wizard

The Bysis files work pretty well for building 401k and SIMPLE uploads, but they pull all employees, not just those on the payroll that had deferrals. Having to delete the 0 employees is a hassle that we should not have to put on our clients. The deduction reports from report wizard will pull correctly, but they can't be built to pull the retirement information correctly.
